Phases

  1. 1966-72: import 18kT HYV wheat seeds, distributed in highly irrigated areas of Punjab, Haryana and West UP
  2. 1973-80: extend HYV seeds to rice. Growth of tube wells, spread GR to new areas in east UP, AP, coastal areas of Karnataka, TN
  3. 1981-90: GR spread to erstwhile low growth areas of east WB, BH, Assam, OD

Food grain production from 74 MT in 1966- 67 to 105 MT in 1971-72. India became self sufficient; almost zero imports.
