    • states ppl not trained in modern mass politics
      • moderates, extremists didn’t exist in 565PS!
      • they existed only in British india
    • INC had no presence in 565PS
      • won’t be able to protect ppl in case of repression

  • 1929: Lahore Session: INC prez Nehru: β€œppl of states can’t be excluded from INC πŸ’ͺπŸ˜€β€œ
    • but the 1920 stand of Nagpur session (i.e. no political activity) was maintained
    • so Nehru sir only building narrative but not taking action yet
  • 1937-39: 28 mo of INC rule in provinces under Government of India Act 1858

    • state ppl motivated to set up & expand SPC

  • 1938: Haripura Session: INC Prez Netaji Bose
    • 1920 stand still maintained, but INC declared that Purna Swaraj is goal for whole of india & 565PS is integral part of india
      • ”integral” no special status to PS
  • 1939: Tripuri Session: INC Prez Netaji Bose
    • finally change in policy
    • INC declared state ppl will participate in future INC mvmts
    • WHY NOW??? India was made part of WWII without consent and congress ministries resigned
  • 1939: Ludhiana Session of AISPC: Nehru made Prez for better coordination (w/ INC) in future mvmts
  • Quit India Movement 1942: 1st mvmt where states ppl participatied

  • SPC brought states ppl in INM & laid foundation for territorial and organizational integrity of India
